2. Questions for Group Discussion  - Mary Kwei

  • Should the regulations be updated to align with current technological advancements in claim processing? And if yes, what updates should be made?
  • Should the regulations be updated to align with current technological advancements in claim submission and receipt (This could include how systems verify standard data elements, attachments to claims, or confirmations of receipt)? And if yes, what updates should be made? 
  • What specific types of documentation do carriers require when submitting a claim and how do providers know in advance what types of documentation may be needed for efficient adjudication? 
  • According to Maryland COMAR 31.10.11.11(A)(9), a third- party payor is permitted to request additional information if there is reasonable belief that a claim for emergency services may not satisfy the established criteria under Health-General Article, §19-701(d),  Annotated Code of Maryland. What further information should third-party payers be permitted to request? Should providers be required to attach a list of presenting symptoms with the original submission of a claim for emergency services? 
  • Should providers be required to respond to requests for additional information within a set time period, such as 30 days after the notice was sent, and, if the provider does not provide a timely response, should carriers then be required to issue a final determination of the claim based on the information originally submitted?
