Statement from Insurance Commissioner Marie Grant on
Passing of Former Commissioner Kathleen A. Birrane​

“The Maryland Insurance Administration is mourning the loss of former Maryland Insurance Commissioner Kathleen Birrane, who passed away on May 6. Kathleen, who served as Insuran​​ce Commissioner from 2020 to 2024 and as principal counsel of our agency from 2002 to 2007, left a strong legacy of contributions to insurance law and regulation at both the state and the national level, through her leadership at the National Association of Insurance Commissioners. She was passionate about the positive and essential role that effective regulation plays in building a strong and fair insurance industry. She was also dedicated to consumer protection and was very proud to launch the MIA’s Health Coverage Assistance Team during her tenure. On a personal note, Kathleen was very kind to me during our agency’s leadership transition and thoughtful about her mentorship and guidance. Our thoughts are with Kathleen’s family, friends and colleagues at this difficult time.”
