Commissioner Birrane names Andrew Tress and Jamie Sexton to key government relations and partnership roles

BALTIMORE - Maryland Insurance Commissioner Kathleen A. Birrane has named Andrew Tress as Director of Government Relations and Jamie Sexton as Director of Health Insurance Regulatory Affairs and National Partnerships for the Maryland Insurance Administration (MIA).

As Director of Government Relations, Tress will represent the Commissioner and the MIA in matters before the Maryland General Assembly, the Governor’s Legislative Office and Maryland’s Congressional Delegation. He will also coordinate and assist in formulating the MIA’s positions on pending legislation and in developing the agency’s departmental legislative agenda.

As Director of Health Insurance Regulatory Affairs and National Partnerships, Sexton will assist the Commissioner and the MIA on health-related legislative and regulatory issues. She will also serve as an MIA liaison for health insurance matters to the National Association of Insurance Commissioners (NAIC), the Centers for Medicaid and Medicare Services (CMS), and other key agencies and organizations.

“Jamie and Andrew bring knowledge and experience to the crucial task of maintaining strong relationships with public officials and our other important partners,” Commissioner Birrane said. “I am excited to welcome them to the Maryland Insurance Administration team.”

Tress joins the MIA from the Maryland Department of Juvenile Services (DJS), where he most recently served as Director of Legislation and Policy. He joined the agency in 2018 as Legislative and Policy Manager. Prior to joining DJS, Tress worked in government relations roles for the Maryland Judiciary Administrative Office of the Courts and for Harford County Government. He is a graduate of Salisbury University.

Sexton was Director of State Policy at the Immune Deficiency Foundation before joining the MIA. Previously, she was Legislative Director for Maryland Senator Mary Washington and an associate in the Office of the Attorney General, Consumer Protection Division. She holds a bachelor’s degree from Clemson University and a J.D. from Charleston School of Law.​
