BALTIMORE – Maryland Insurance Administration Associate Commissioner Joy Y. Hatchette is chairing a National Association of Insurance Commissioners (NAIC) work group on improving communications between insurers and consumers.
The Transparency and Readability of Consumer Information Working Group of the NAIC’s Property and Casualty Insurance Committee has 18 members from 18 different state insurance regulatory agencies.
“Joy Hatchette is a great choice to lead this group,” said Maryland Insurance Commissioner Al Redmer Jr. “She has dedicated much of her career to transparency and consumer advocacy, and the insurance consumers of Maryland have benefitted greatly from her expertise.”
Among other issues, the work group’s 2020 agenda includes:
- Studying and evaluating actions that will improve the capacity of consumers to comparison shop for different insurance products.
- Facilitating consumers’ capacity to understand the content of insurance policies and assess differences in insurers’ policy forms.
- Studying whether there is a need for consumer disclosures regarding significant premium increases on property/casualty insurance products.
- Drafting, for consideration by state insurance regulators, a standard disclosure for homeowners’ policies that would make it clear the policies do not cover losses from flood, earthquake or other specified disasters.
At the Maryland Insurance Administration, Hatchette is Associate Commissioner for the Consumer Education and Advocacy Unit, which is responsible for outreach to Maryland consumers so they can better understand their rights and obligations under their insurance policies. She served as Associate Commissioner for Consumer Complaints at the MIA from September 1997 until July 2004. From 1993 until 1997 she served as an Assistant Attorney General for the MIA.
From 1988 to 1993, Hatchette was an associate in the law offices of Gordon, Feinblatt, Rothman, Hoffberger and Hollander. For two years prior to that, she served as a judicial law clerk for the United States Fourth Circuit Court of Appeals. She is a graduate of the University of Virginia School of Law.
Earlier this year, Governor Larry Hogan appointed Hatchette to a second four-year term on the Maryland Commission on Aging.
