BALTIMORE- Maryland Insurance Commissioner Al Redmer, Jr. announced today the appointment of David Cooney as the state’s Associate Commissioner for Life & Health Insurance.
“We are fortunate to have talent within our agency that was ready to step into this critical leadership role,” said Commissioner Redmer, “David brings a wealth of experience to the position as both a long time manager here at the MIA and as an active participant in working with all our stakeholders including consumers, elected officials and industry.”
As Associate Commissioner for Life and Health Insurance, Cooney will be responsible for reviewing rates and forms from life and health insurance carriers, the complaints unit that handles consumer issues, the medical director/private review agent oversight unit and the appeals and grievance unit.
Cooney has served as the Chief of Health Insurance and Managed care since July 2015, and prior to that he was the Supervisor of Managed Care for two and a half years. He joined the Insurance Administration in 2004 as an Insurance Analyst in the Life & Health Unit after graduating summa cum laude from Towson University with a Bachelor of Science degree in Sociology/Anthropology, and a concentration in Criminal Justice.
He holds an Associate, Insurance Regulatory Compliance (AIRC) designation and a Fellow, Life Management Institute (FLMI) designation, with distinction. He lives with his wife and two young daughters in Harford County, Maryland.
