Commissioner Grant appoints Mason and Govada as Associate Commissioners

Megan Mason to lead Maryland Insurance Administration’s Life & Health Division; Giri Govada to helm Operations & Technology


BALTIMORE – Maryland Insurance Commissioner Marie Grant has announced the appointment of Megan Mason as Associate Commissioner of Life and Health and Giri Govada as Associate Commissioner of Operations and Technology.
​Mason has had a distinguished career in the private and public sectors, including a previous stint at the Maryland Insurance Administration from 2012 to 2016. She will oversee the agency's Life and Health Division, which is composed of the Rates and Forms Review unit, the Medical Director/Private Review Agent Oversight Unit, the Life and​ Health Complaint Unit, and the Appeals and Grievance Unit.

The Rates and Forms Review Unit oversees the contracts written by insurers, nonprofit health service plans, and dental plan organizations. The Medical Director/Private Review Agent Oversight Unit is responsible for reviewing applications for Private Review Agent certification. This unit also reviews the qualifications of applicants seeking certification as a Medical Director of a Health Maintenance Organization.

The Life & Health Complaint Unit is primarily responsible for investigating life and health insurance complaints filed by consumers and providers. The Appeals & Grievance Unit investigates health insurance complaints that are​​ based on medical necessity.

​Mason comes to the Insurance Administration from the international law firm Steptoe, where she most recently served as Director of Government Affairs and Public Policy. Prior to joining Steptoe, she spent nearly seven years at the Centers for Medicare and Medicaid Services, first as Rate Review Division Director for ​Consumer Information and Insurance Oversight and then as a Group Director overseeing the regional office staff.

At the Insurance Administration, she was Chief Market Conduct Examiner for Life & Health from 2013 to 2016 and, prior to that, Special Assistant to the Commissioner for Health Care Reform.

“I am excited to welcome Megan back to the MIA," Commissioner Grant said. “Her extensive leadership experience and familiarity with our mission to serve all Marylanders will be a tremendous asset."

​Govada was promoted to the Associate Commissioner role after serving as a Senior Information Technology Project Manager at the Insurance Administration since July 2025. He will lead the Operations and Technology Division, which houses the Fiscal Services/Procurement Unit and the Management Information Systems Unit.

Govada has nearly 25 years of experience in the insurance industry. His background includes management consulting and advisory services, business process optimization and re-engineering, information technology modernization initiatives, application development and cloud migration.

At the Insurance Administration, Govada has led a transformational project to modernize the agency's enterprise and customer-relationship management systems. He has several professional certifications in project management and the insurance industry, including credentials from the Project Management Institute (PMI), the Scaled Agile Framework (SAFe), and Life Office Management Association (LOMA).

“Giri has provided steady and strategic guidance in his role as a senior project manager," Commissioner Grant said. “I look forward to working with him in his expanded role."​
