Commissioner Grant appoints Dmitriy Valekha to lead Financial Regulation Division at the Maryland Insurance Administration
BALTIMORE – Maryland Insurance Commissioner Marie Grant has announced the appointment of Dmitriy Valekha as associate commissioner for financial regulation at the Maryland Insurance Administration.

Valekha, who joined the Maryland Insurance Administration in 2010, will lead the Financial Regulation Division, which is responsible for the financial regulation of domestic and foreign insurance companies, including financial analyses and examinations of licensed companies and applicants for company licensing. The analyses and examinations are conducted primarily to ensure that companies are solvent and are in compliance with Maryland's insurance laws and regulations.
Valekha joined the Insurance Administration as a financial examiner and has been promoted several times throughout his nearly 16-year career with the agency. Since 2019, he has served as chief examiner, providing strategic oversight and leadership to the field examiner staff, offering technical direction, input, and professional training. Notably, Valekha's leadership has also been instrumental in ensuring Maryland's ongoing accreditation with the National Association of Insurance Commissioners.
“Dmitriy has consistently demonstrated exceptional leadership and sound judgment throughout his career with the Maryland Insurance Administration," Commissioner Grant said. “He approaches his work with expertise, professionalism, and dedication. I am confident he will continue to excel in this new role as associate commissioner."
Prior to joining the Insurance Administration, Valekha was a senior auditor at the Big Four accounting firm, Deloitte. He holds a bachelor's degree in accounting from the University of Maryland Robert H. Smith School of Business. He also is a Certified Public Accountant, a Certified Financial Examiner, and a Professional in Insurance Regulation.
