In 2025, The Maryland Insurance Administration (MIA) held a virtual, public meeting to solicit comments on the feasibility and need for the establishment of an advisory board/commission to provide input on key issues related to health insurance and health coverage. The meeting occurred as a result of 2025 legislation, Senate Bill 776 and House Bill 995. Following the public meeting, many stakeholders expressed support for the establishment of this board. The MIA is now moving forward with an application for interested parties to apply to serve on the Health Insurance Advisory Board. 

The Health Insurance Advisory Board is intended to be composed of no more than 12 individuals, with a focus on direct consumer, provider, and stakeholder experience. Membership of the board, to the extent practical, should reflect the racial, ethnic, gender, and geographic diversity of Maryland. All meetings will be virtual and will occur quarterly. The advisory board is expected to provide public recommendations to the MIA to improve public engagement and payer transparency, as well as provide input on health insurance matters impacting Maryland residents within the MIA's purview. Health insurance carriers may attend meetings as guests but shall not serve as formal members of the board.

 All applications must be completed no later than August 1, 2026. Following membership selection, the first Advisory Board meeting will be held on Wednesday, October 7th, 2026.
