Bulletin 26-16: Applications Requested for Workgroup on the Affordability of Private Passenger Automobile Insurance

Re:       Applications Requested for Workgroup on the Affordability of Private Passenger Automobile Insurance

Uncodified language in Section 2 of 2026 Maryland Laws Ch. 786 (S.B. 865) directs the Maryland Insurance Administration (MIA) to establish a workgroup to conduct a study of the affordability of private passenger automobile (PPA) insurance in the State and report its findings and recommendations to the Governor and the General Assembly. Building off of the charges the Workgroup on the Affordability of Private Passenger Automobile Insurance (Workgroup) undertook in 2025, it is further charged with developing specific recommendations regarding the use of territorial rating and other rating factors, while considering the impact of any modifications or alternative rating approaches on rates across the State. 

As directed in the legislation, the MIA will convene the Workgroup consisting of the following members:

  • The Insurance Commissioner (workgroup chair and representative of the MIA);
  • One member of the Senate Finance Committee appointed by the President of the Senate;
  • One member of the House Judiciary Committee appointed by the Speaker of the House;
  • The Executive Director of the Maryland Automobile Insurance Fund, or their designee;
  • One representative of an automobile insurer or automobile insurer trade association appointed by the chair;
  • One representative of a consumer advocacy group active in the area of automobile insurance appointed by the chair;
  • One representative of PPA insurance producers in the State appointed by the chair;
  • One representative of the National Association of Mutual Insurance Companies appointed by the chair;
  • One actuary who is a member of the American Academy of Actuaries appointed by the chair; and
  • Two representatives of a nonprofit research or consumer advocacy organization with demonstrated expertise in automobile insurance rating practices and affordability appointed by the chair.
 In furtherance of filling the chair-appointed positions, the MIA will be accepting applications from interested candidates. Please note that participation on the 2025 Workgroup on the Affordability of Private Passenger Automobile Insurance is not a requisite to serving on the 2026 Workgroup. Nor does 2025 participation guarantee a seat on the 2026 Workgroup.
