​In 2025, the Maryland General Assembly passed HB 995/SB 776, requiring the Maryland Insurance Administration (“MIA”) and the Health Service Cost Review Commission (“HSCRC”) to jointly staff a workgroup to study the rise in adverse decisions in the state health care system (the “Workgroup to Study the Rise in Adverse Decisions” or the “Workgroup”).
