Maryland Insurance Administration Mental Health Parity and Addiction Equity Act Survey Stakeholder Meeting

The Maryland Insurance Administration held a public meeting August 21, 2017 at CCBC Catonsville regarding the third Mental Health Parity and Addiction Equity Act (MHPAEA) market conduct survey. The meeting focused on input from interested parties regarding specific areas of concern for privately insured consumers accessing covered mental health and substance use disorder services.

The previous two surveys examined carriers’ internal processes and policies for MHPAEA compliance and how the processes and policies are developed. The Insurance Administration intends to focus the third survey on evaluating whether carriers apply those processes and policies consistently and uniformly to both mental health and substance use disorder benefits and medical/surgical benefits. The Insurance Admionistration is interested in hearing suggestions for specific survey questions, documents and data that should be collected from insurance carriers for review, and tools that may be implemented to facilitate a MHPAEA review beyond initial form and policy evaluation.
