How To Change Residency

ATTENTION: Residency changes may NOT be submitted at the time of your license renewal. The transaction will be rejected if the new address is included on the renewal application.

Please follow the instructions below. Submitting an unnecessary application will result in a delay to change your resident state.

Q. How do I request clearance from the state of Maryland?

A. You may e-mail the Producer Licensing Service Request Form found on our website in the Producer section under Fees and Forms. Send your request to: producerlicensing.mia@maryland.gov. Confirmation of this request will be sent to the National Producer Database (PDB). If you are clearing out of Maryland to obtain a resident license in another state or jurisdiction, the new state will confirm the cancellation of your Maryland license using the National Producer Database. Maryland no longer provides paper letters of clearance.

Q. Are you a Maryland resident moving out of state and wish to convert your license to a non-resident status? Please see instructions below.

A. If the licensee has requested a clearance from Maryland, the licensee must submit a change of address and request that the license be re-activated with a non-resident status within 90 days of the clearance request. Maryland will verify the new resident state status electronically via the National Producer Database (PDB). If the request is not received within 90 days of the Maryland resident license being cleared / canceled, a new license application and fee are required.

Q. Are you moving to Maryland from another state, and wish to become licensed in Maryland as a resident? Please see requirements below.

A. 1. 
If the applicant currently does not hold an active Maryland nonresident license but holds an active resident license in another state, they may submit an initial nonresident online application through NIPR (www.nipr.com​). Maryland will verify the active resident license via the National Producer Database (PDB).  Once the Maryland nonresident license is active, contact the resident state to cancel the resident license then follow procedures detailed in A. 2.

If the applicant currently holds an active Maryland nonresident license they must submit a request for a residency and address change within 90 days of the previous resident state license cancellation. The request must include the licensee’s current Maryland license number, the new residence address, mailing address, and business address if applicable. Maryland will verify the clearance electronically via the National Producer Database (PDB). This request may be emailed to producerlicensing.mia@maryland.gov.

A. 3. 
If the applicant currently does not hold an active Maryland nonresident license and has already cancelled the resident state license, they must submit an initial paper application (NAIC Uniform Application) and the appropriate fee within 90 days of the previous resident state license cancellation. If the application is received within the 90 day period the licensee will be exempt from the examination requirement. Maryland will verify the clearance electronically via the National Producer Database (PDB).  Paper applications, along with the fees* and any additional documents, should be mailed to:
