Kory Boone promoted to Special Deputy Commissioner – Regulatory Innovation and Technology

Alexander Borkowski to succeed Boone as Chief of Staff

​BALTIMORE – Maryland Insurance Commissioner Kathleen A. Birrane has promoted Kory Boone to Special Deputy Commissioner - Regulatory Innovation and Technology for the Maryland Insurance Administration (MIA).

In his new role, Boone will focus on SupTech initiatives and the implementation of Maryland Senate Bill 207, which imposes cybersecurity system and incident response standards on insurers.  Boone will represent Maryland on the National Association of Insurance Commissioners (NAIC) SupTech Exchange, which was formed under the NAIC’s Innovation, Cybersecurity and Technology (H) Committee this year to enable state insurance regulators to share innovative uses of technology to modernize and streamline regulatory processes.

Since May 2021, Boone served as Chief of Staff for the MIA, where his duties included implementation of the Insurance Commissioner’s initiatives and helping to streamline and modernize the agency’s workflow. Recently, he has served as the agency’s liaison to the General Assembly.

“Kory was a great addition to our executive staff last year,” Commissioner Birrane said. “I am certain he will excel in this new, crucial role at the MIA at a time when technology is increasingly important in insurance regulation.” 

Boone has extensive experience in project management and systems modernization.  He comes to the MIA from the Maryland Department of Assessments and Taxation (SDAT), where he served as Special Assistant to the Director. In that role, Boone oversaw critical upgrades to SDAT processes, including automation and digitization projects. Notably, he took the lead on technology innovations in response to the COVID-19 state of emergency. 

Prior to joining SDAT in 2018, Boone worked in the public and private sectors, primarily as an information technology specialist and consultant. A native of Largo, Md., he began his career with the Prince George’s County Board of Education in 2005. He holds a Bachelor of Business Administration degree from Tennessee State University.

Alexander Borkowski is succeeding Boone as Chief of Staff. Since June 2021, he has served in the Office of the Commissioner as NAIC Relations and Policy Coordination Manager. In that role, he was responsible for managing the MIA’s relationship with the National Association of Insurance Commissioners.  

Borkowski came to the MIA in March 2019 as an Insurance Analyst in the Life & Health Division, where he conducted structured regulatory review of insurance contracts and form filings to determine compliance with Maryland state laws and regulations. 

He holds a bachelor’s degree in International Politics and Economics from Middlebury College in Vermont.
