Commissioner Redmer Appoints Robert Baron and Bob Morrow as Associate Commissioners and Catherine Grason as Chief of Staff with the Maryland Insurance Administration

BALTIMORE- Maryland Insurance Commissioner Al Redmer, Jr. announced three senior level appointments at the Maryland Insurance Administration. Robert Baron and Bob Morrow have been appointed as the Associate Commissioners for Property & Casualty and Life & Health, respectively. Catherine Grason will assume the position of Chief of Staff.
 
“We are fortunate to have talent within our agency that was ready to step into these critical leadership roles,” said Commissioner Redmer, “ Robert, Catherine and Bob all have deep industry knowledge and regulatory experience that will be critical to our work with interested stakeholders to include consumers, elected officials and industry. As we work to provide fair treatment for consumers and welcome new insurance companies to Maryland, these three individuals will be leading critical operational areas for our team.”

The leadership changes at the Maryland Insurance Administration include:
 
  • Robert Baron was promoted to Associate Commissioner for Property and Casualty (“P&C”) where he will oversee the review of rates and forms filed by insurance carriers as well as the investigation of complaints from consumers. He started with the Insurance Administration in 2000 as an insurance investigator and has been the Director of the P&C Complaints unit since March 2012. He began his career in the property and casualty insurance industry in 1985 as a multi-lines claim adjuster with Amica Mutual. During the next 15 years, Mr. Baron worked in claims, training and development, and claims management with Crum and Forster, Integrity Insurance, Maryland Casualty and Erie. Mr. Baron is a resident of Baltimore County and a graduate of Towson University.
  • Robert (Bob) Morrow, Jr. Esq. was named Associate Commissioner for Life and Health where he will be responsible for reviewing rates and forms from life and health insurance carriers and the complaints unit that handles consumer issues. He has served as the Associate Commissioner of Hearings since November 2015 where he managed the administrative hearings office and issued case decisions for contested cases. He joined the Insurance Administration from Transamerica where he spent thirteen years as legal counsel to its LIfe and Protection Division and Affinity Markets Group. He holds a bachelor of arts degree from Washington College and his J.D. from Widener University School of Law. He is a member of the Maryland State Bar Association, the Professional Insurance Marketing Association and the Association of Certified Fraud Examiners. He lives with his wife and two children in Baltimore County.
  • Catherine (Cathy) Grason, Esq. has been named Chief of Staff where she will oversee government and external relations, public affairs/communications, regulatory, National Association of Insurance Commissioner (NAIC) affairs, and special projects. She joined the Insurance Administration in February 2014 as the Director of Special Projects where she advised the Insurance Commissioner on regulatory policy and oversaw the Insurance Administration’s participation and advocacy within the NAIC. Prior to her tenure with the Insurance Administration, Catherine served for more than four years as a Legislative Analyst and Legislative Counsel in the Life and Protection Division of the Transamerica companies. In this capacity, she led a team of company analysts tracking federal and state health insurance legislation and regulations, including the Affordable Care Act. Prior to her tenure with Transamerica, she spent two legislative sessions as a registered lobbyist in Annapolis. Cathy holds a B.A. degree in Philosophy, with honors, from the University of Maryland, and a J.D., with a concentration in Government Service and Regulatory Institutions, from the University of Baltimore School of Law, where she graduated cum laude. She is a member of the bar in Maryland, the District of Columbia and the United States District Court for the District of Maryland. She lives in Baltimore County with her husband and two daughters.
